为实现”创建国家自主创新示范区，建设国内一流科技园区”的战略目标.，济南高新区已确定依 托五大片区,开启以"智能装备城、生命科学城、齐鲁智慧谷、齐鲁创新谷“为核心的“两城两谷" 产験展格局。

基于产学研一体化的四大功能区：重点发展区、人才培养区、环境配套区、生活休闲区

重点发展区功能结构为大区域复合，小地块混合的“一心五谷“式空间结构；"一心":依托北大 沙河打造“产、商、居、绿"复合的核心区；"五谷“:布局在五条山谷中的宜工宜居、环境优美 的创新产业聚集区。

In order to realize the strategic goal of "creating a national independent innovation demonstration zone and building a first-class science and technology park in China", Jinan High-tech Zone has identified five major districts in Ito to open a production pattern of "two cities and two valleys" centered on "intelligent equipment city, life science city, Qilu wisdom valley and Qilu innovation valley".

Based on the integration of production, teaching and research, there are four major functional areas: key development area, personnel training area, environmental supporting area and living and leisure area.

The functional structure of the key development areas is a "one heart, five grains" spatial structure with large areas combined and small plots mixed.  "One Heart": Relying on Beida Shahe to Build a Complex Core Area of "Production, Commerce, Residence and Green"  Five cereals ":an innovative industrial cluster with livable and beautiful environment, which is laid out in five valleys.
